Should school districts be allowed to dip into the reserve funds to keep down the tax rate ?

The Center Moriches School Board is considering and 8 period day. CM currently has a 10th period for "extra help" till 3:00 . Many of the athletics and extracuricular activities start after that period. This gives the majority of the students time to catch up with homework and help....

Should Administration and employees get Merit pay if their school is failing?
